Purpose Statement
The job of Webmaster has been established for the purposes of
•Developing implementing documenting and maintaining assigned web applications
•Troubleshooting problems and managing related internal systems' and applications'
•Monitoring look and feel for all web pages and supporting the development of subordinate sites.
Job Functions
•Assists a variety of content providers and departments for the purpose of updating enhancing andor modifying information within pages of the web sites i.e. public and transactional andor Intranet sites.
•Creates standards for design navigation and browser compatibility e.g. accessibility fonts formatting icons images layout techniques and modularization including maintenance of template and image archives etc. for the purpose of meeting digital goals and presenting a consistent image across all web sites and to the marketplace
•Develops a variety of reports databases andor web applications for the purpose of meeting departmental MIS and KPI requirements.
•Installs new software and service packs for the purpose of upgrading and enhancing departmental capabilities.
•Maintains manual and electronic documents files and records e.g. publication archives etc. for the purpose of providing uptodate reference materials.
•Manages user and group readwrite access to web servers backup recovery and security processes for the purpose of maintaining Internet Intranet and data security andor operations.
•Oversees websites and homepages e.g. format content maintenance etc. for the purpose of maintaining current and accurate information.
•Participates in a variety of planning and development activities for the purpose of creating short and long range plans for programming support to users.
•Prepares written materials e.g. procedures usage reports memos letters etc. for the purpose of documenting activities providing written reference andor conveying information.
•Researches a variety of topics related to materials equipment andor work aids e.g. software supplies vendors etc. for the purpose of making recommendations for solutions that address specific requirements andor enhancing overall efficiency of operations of the websites.
•Responds to enquires for the purpose of assisting in the use and expansion of webrelated applications.
•Troubleshoots hardware andor software problems for the purpose of providing technical advice and training.
•Resolving problems andor compiling concise descriptions to forward to technicians.
•Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the websites and of the department.
Key Responsibilities
•Design develop and implement technical solutions within a team supporting various web sites.
•Troubleshoot application andor data issues to satisfy business requirements.
•Perform hands on technical tasks configuring the applications and working with software vendors and users to deliver results.
•Publish work plans and statuses of open activities with timelines.
•Partnership with customers to identify information and business process enhancement needs.
•Lead and manage the efforts to create new and update existing web sites and web site pages including working with the technical business and consulting resources.
•Prepare detailed specifications from which programs will be written.
•Create and update required applications documentation.
• Develop and adhere to detailed processes for all operational work.
•Foster and maintain good relationships with customers to ensure design requirements are integrated to support expected customer service levels.

Specific skillbased competencies required to satisfactorily perform the functions of the job include
•Using pertinent software applications e.g. MS Office Java HTML authoring SQL MySQL MySQL Dreamweaver Photoshop etc. planning and managing projects web program scripting ASP Perl PHP JSP preparing and maintaining accurate records and various operating systems.
Knowledge
•Specific knowledgebased competencies required to satisfactorily perform the functions of the job include elements of graphic design and layout current generation operating systems server and virtual host management composition software operating systems concepts of grammar and punctuation web design programming and site creation.
Ability
•Ability is required to work with a wide diversity of individuals work with similar types of data and utilize a variety of types of jobrelated equipment.
• Specific abilitybased competencies required to satisfactorily perform the functions of the job include communicating with persons of varied backgrounds and technical expertise communicating technical information to nontechnical audiences establishing and maintaining effective relationships meeting deadlines and schedules setting priorities working as part of a team and working with frequent interruptions.
Minimum Requirements
•Bachelor’s degree in Information Services Computer Science Engineering or related work experience.
•5 years web site development
•Experience with programming in Microsoft and Java.
•Knowledge of mobile web development is desirable but not necessary
•Experience with SQL and relational databases Oracle Access etc.
•Experience with structured design development and implementation of new computing architecture.
•Technical knowledge with handson experience of configuration or development of web applications.
