Background
As UNFPA Jordan Country Office scales up its support to respond to the crisis in Syria UNFPA is playing a key role to respond to the reproductive health needs of the Syrian refugees and affected population.
UNFPA is the chair of the sub working group coordinating the work of all other agencies working on RH in the country.
Under the overall supervision of the UNFPA Jordan Humanitariannbsp Coordinator and working closely with the emergency RH officernbsp the incumbent will facilitate the rapid implementation of RH programmes to address the reproductive health needs of the conflict affected population.
The RH technical officer duties should focus on supporting the Humanitarian Coordinator in monitoring and supporting the implementation of humanitarianfunded RH work plans with partners building coalitions with the MOH UNHCR WHO IMCnbsp and other organizations focusing on RH activities strategic planning and monitoring and evaluation.
The incumbent will serve as a member of the RH sub group chaired by the Humanitarian Coordinator and will be responsible to document of the meeting minutes.
The incumbent will give technical inputs on behalf of UNFPA in the Health Working Group in Amman and in field locations as requested.
More specifically the incumbent will work under the guidance of the Humanitarian Coordinator in the following areas
Partnerships and Coordination
- Work closely with the emergency RH officer to ensure the timely implementation of humanitarian work plans and identify and address any barriers to implementation.

- Support the Humanitarian Coordinator to facilitate the Reproductive Health SubWorking Group and to ensure the integration of RH priorities into humanitarian response plans.

- Liaise with the RH health officers managers in other agencies and organizations including government national and international NGOS and womenrsquos groups to ensure coordinated response to the RH concerns or gaps identified.

- Under the direction of the Humanitarian Coordinator provide substantial input to develop a comprehensive program including referral and reporting mechanisms information sharing coordination and monitoringevaluation.

- Develop necessary policies procedures guidelines or any supportive relevant documents.

Technical Leadership
- Support the Humanitarian Coordinator to promote and facilitate the inclusion of RH needs into CAP Flash and other appeal processes and documents.

- Work with partners to develop andor revise training materials according to local context and implement relevant training sessions on MISP for different humanitarian actors.

- Provide technical input to the development of relevant advocacy and policy documents to address the RH in the context of broader gender inequality issues.

- Arrange for the capacity building of partners to provide comprehensive RH support services

- Provide technical assistance to improve the outcomes of implementation and to meet required targets.

The position will develop and implement strategies to shift provider attitudes towards providing comprehensive RH services.nbsp
Monitoring and Evaluation
- Identify opportunities for UNFPA assistance and intervention

- Develop a plan of action and timetable for all monitoring activities to be undertaken

- Carry out regular visits to sites and to health units and service delivery points to ensure that partners are implementing highquality programs to respond to the RH needs of the affected population in accordance with national and international standards and protocols

- Under the leadership of the Humanitarian Coordinator and in close collaboration with the emergency RH officer develop appropriate checklists monitoring tools in coordination with the field coordinators in different sites

- Work with the Emergency RH officer and the field Coordinators to identify needs for RH commodities and supplies.

Administrative and Miscellaneous Duties
- Contribute to regular UNFPA Situation Reports

- Write nbspMonthly field reports as needed or requested.

- Provide UNFPA with stories and anecdotes to be posted in newsletters websites press releases and other visibility tools

- Assist in writing proposals and engaging in other fundraising efforts to support joint programming.

- Other duties as required.

Must Have Demonstrable Qualifications and Experience in the Following Areas
- University degree preferably a masterrsquos degree in medical field Midwifery or a health related field.nbsp

- 56 years of relevant experience.

- Awareness and demonstrable knowledge of reproductive health issues and their relevance in humanitarian emergency settings and tools including the Minimum Initial Services Package MISP for Reproductive Health in Emergency Settings and the IASC Field Manual for Reproductive Health in Emergency Settings

- Knowledge of humanitarian emergency operations and rolesresponsibilities of humanitarian actors.

- Knowledge skill and experience in participatory methods for community development and mobilization.

- Experience in program management in UN or NGO preferred

- Ability to work in teams under pressure and for extra hours as the situation develops
